In order to avoid the publication malpractice (plagiarism, misappropriation of ideas, data fabrication and garbling, etc.) as well as to encourage scientific publications of high quality, the Editorial Board reserve the right to reject manuscripts in case of the violence of the following norms:

Duties of Authors

Authors bear the primary responsibility for content and competence of the manuscript.

Any kind of plagiarism (claiming another’s paper as author’s own, excessive borrowings, unmarked quotations, paraphrasing, etc.) and data fabrication are the cases of publication malpractice. Author should provide a list of literature used in the paper with correctly presented bibliographical references and quotations as well as authentic results and supporting information.

Authorship should include all persons who made a significant contribution to the paper; listing of others as co-authors of the manuscript is prohibited. The finite paper should be endorsed by its co-authors. All authors of the manuscript should familiarize with the principles and rules of editorial processing.

Author should not submit a previously published paper or a manuscript already reviewing by another edition.

Professional Ethics of Reviewers

The fundamental principle of peer review is absolute impartiality along with the next commitments:

Reviewers should not divulge, submit or discuss the reviewing materials with others till the publication of the manuscript.

Reviewers should be the competent authority and provide reasonable opinion and impartial appraisal without making personal remarks.

Ethical Principles of Editors

Bearing responsibility for publication of manuscripts the Editorial Board headed by the Chief Editor acts as mediator between authors, reviewers and editors and sticks to the following regulations:

- to verify the validity of the research paper, its relevance to the journal, research novelty and significance, lucidity of statements and completeness of findings, relying on reviews, editorial appraisal and legislative regulations on libel, plagiarism and copyright.

- to ensure and control the transparency of all editorial stages; to evaluate the intellectual content of the manuscripts with regard to the norms of politeness, justice and impartiality to race, gender, sexual orientation, religious belief, political philosophy, ethnic origin, citizenship and social position of the author, as well as to avoid private, political and business interests.

- to protect author’s privacy and not to submit the unpublished data of the manuscript for looking through or copying to the third party, except the author(s), reviewers, editorial council and publisher, considering exceptional circumstances. All ideas obtained through the review of the manuscript must be confidential and not used for self-profit.

- to substantiate the decision to reject the manuscript and take appropriate measures in settling of conflicts as well as ethic complaints concerning the published materials.
